@nbcla: This two propositions could have the power of nullifying proposition 40. Prop 41 would require independent audits of programs funded by certain new taxes. It would also restrict new taxes that exempt their revenue from California's existing government spending limit. Proposition 42 would prohibit new state taxes on personal property and limit certain retroactive state taxes. #nbcla
