If the line is broken on the driver’s side of the road, there is no number of vehicles that the driver can pass, as long as it’s safe. The driver must still stay within the speed limit of the road.

laws are you can't overtake more than 1 car at a time. looked like he was going to till he saw the cop. not sure if he can be pulled over for intent if he stopped

Depending on how long the car was in the passing lane the cop can stop him for speeding. You're supposed to pass quickly and then get back over and slow down to the speed limit.

Broken Yellow Line: You can pass another vehicle from either direction when the lane ahead is clear and safe. Was he speeding? Probably. And that's most likely why he got pulled over.
