If she had a shut off valve behind her stove we would have shut that and issues her a red tag B. No shut off valve then we lock at meter and issue a red tag A. Landlord seems legit so I would assume, since it’s code, there was a valve shut off behind stove. Did you happen to check that? Just curious if they had one. That’s even more evidence she lied

For us when we issue a red tag, if we can not isolate that specific appliance, we have to shut off and lock the gas meter.

First thing I always checked was that there was gas. The gas company can shut the gas off for more than just non payment. Could also be a problem with the excess flow valve underground

They don’t put it on the leak itself they put the red tag on the main, it’s your problem to pin point and fix the leak with permits and inspections required as well.
