it's the overflow for the canals and this is a controlled release, it happened a few years ago as well . road is sacrificial and you can take the bridge on country club as a detour.

They actually drain there every year. This is normal. Yeah the rain brought a little more water than normal but this isn’t anything out of the ordinary.
