The only theory I have for why two avatars exist is that because we learned the Avatar cycle wasn't destroyed, it could be possible that Pavi is the Avatar of the first cycle, which is why she had the connection to previous Avatars when she unlocked her chakra, and Nisha is the Avatar of the new cycle with no previous Avatars other than Korra; that would explain why Nisha is less connected while Pavi has a better connection.
