We asked whether it was fair to introduce these changes when Malta's economy and many local businesses have come to rely heavily on foreign workers. “I beg to differ that we've pulled the rug from underneath their feet,” Caruana responded. The Finance Minister argued that Malta has long discussed the need to address population growth and that the Budget represents an effort to realign the economy. When challenged on how the measures would reduce population growth among people already living in Malta, Caruana pointed to supply and demand, arguing that higher employment costs would ultimately reduce demand for workers. He also suggested that businesses should contribute towards the increased costs. Caruana rejected criticism that the measures unfairly target foreign workers, insisting that the changes are necessary for Malta's economic direction.
