Portland, Oregon, USA — U.S. District Judge Mustafa T. Kasubhai has accused an ICE officer of deliberately falsifying an arrest report after discovering inconsistencies during court testimony. The officer, identified as J.G., claimed in an official report that authorities had identified a man and obtained a warrant before stopping his vehicle. However, he admitted under oath that he did not know the man beforehand and had no warrant for him at the time. The judge rejected his explanation that the false information was a mistake, writing:
Portland, Oregon, USA — U.S. District Judge Mustafa T. Kasubhai has accused an ICE officer of deliberately falsifying an arrest report after discovering inconsistencies during court testimony. The officer, identified as J.G., claimed in an official report that authorities had identified a man and obtained a warrant before stopping his vehicle. However, he admitted under oath that he did not know the man beforehand and had no warrant for him at the time. The judge rejected his explanation that the false information was a mistake, writing: "He lied in an official record to facilitate the impression he was conducting a lawful warrant-based arrest." Kasubhai also questioned ICE's arrest records, finding that the agency reported only 13 warrantless arrests despite evidence suggesting significantly more. ICE recorded 574 arrests in Oregon between February 5 and July 31, including 504 classified as noncustodial arrests. These figures do not mean all 504 were warrantless. The judge ordered additional arrest records and body-camera footage to be disclosed and said written declarations alone were insufficient when officers' accounts were disputed. He also withdrew the usual presumption that government officials had properly performed their duties in this case. The ruling raises further questions about immigration enforcement practices and accountability in Oregon. #PortlandOregon #USA #MustafaKasubhai #ICE #japd
