Black October 1993|Твинк - @v1xen v.2 Black October (1993) is the common name for the final, violent phase of the 1993 Russian constitutional crisis, which took place in Moscow from 21 September to 4 October 1993. It was a power struggle between Russian President Boris Yeltsin and the Russian parliament (the Congress of People’s Deputies and the Supreme Soviet). The crisis began when Yeltsin issued a decree dissolving parliament, even though the existing constitution did not clearly give him the authority to do so. Parliament declared the decree unconstitutional, impeached Yeltsin, and named Vice President Alexander Rutskoi acting president. The standoff escalated as both sides claimed to be the legitimate government. On 3–4 October 1993, armed supporters of parliament clashed with police, attempted to seize key government facilities, and fighting spread through central Moscow. Yeltsin ordered the military to intervene. Tanks fired on the parliament building, known as the White House, before troops stormed it and arrested the parliamentary leadership. The official death toll was about 187 killed and more than 400 wounded, although some researchers and witnesses have suggested the actual number may have been significantly higher. Why it matters The events of Black October were a turning point in modern Russian history: * Yeltsin emerged victorious and ruled by decree until a new constitution was adopted. * A new Russian Constitution was approved in December 1993, greatly strengthening the powers of the presidency. * The Soviet-era parliament was abolished and replaced by the modern Federal Assembly. * Many historians view these events as a key step in creating Russia’s highly centralized presidential system, which later provided the constitutional framework used by subsequent presidents, including Vladimir Putin.
