So even if the Democrats control the House and Senate and do a shitload of investigations, and subpoenas, they will still have no enforcement mechanism (No Teeth) because if someone ignores a subpoena, or is found by Congress to have committed crimes, all Congress can do is recommend charges to the DOJ, which we all know is controlled by Trump meaning the DOJ will simply not file charges, leaving Congress' power ineffective to hold anyone accountable. Well, what about impeachment? Sure, the House can impeach but the Democrats would have to have a two-thirds majority (67 Senators out of 100) in the Senate to convict and remove those impeached because they sure as hell aren't going to have enough Republican Senators cross the isle to vote with the Democrats as we saw with both Trump's impeacments. So, what about the Courts? Federal judges do not have an independent police force, meaning if an authoritarian President orders the U.S. Marshals to defy court orders, physical arrest by the judiciary becomes impossible. In that extreme scenario, judicial authority effectively breaks down, leaving financial sanctions, asset seizures, and systemic political or economic collapse as the remaining pressure points. You might as well take asset seizures off that list because again, you don't have any enforcement mechanism for when the executive branch refuses to use their law enforcement to help. If an administration completely breaks with constitutional norms and orders law enforcement to ignore all judicial orders, asset seizures and wage garnishments face the exact same physical wall. The only chance is if Dems have both the House and a 2/3rds majority (67) in the Senate to impeach, convict and remove them, otherwise, "No Teeth".
