My guess is that the job market is becoming so bad that adults are taking MORE minimum wage jobs rather than teens, also because most teens do part time because of school. Adults don’t, so they lean towards them and even if a teens do full time the breaks are longer because of child labor laws, for adults it’s ofc lower meaning more work and efficiency
