Exactly!!! I remember talking to Anaheim PD at the start of COVID. He said shelters are never going to be the answers. Getting off drugs/alcohol and obtaining mental health treatment is the answer.

Would you espouse "forced" treatment? I'm 74 years old and when I was a kid there was a state hospital down the road that housed over 4000 people who, somebody decided, couldn't function in society. It's long been closed along with several others. But there didn't seem there was a Plan B.
