My brother in law keeps smoking right outside my window while taking his dogs out every few minutes. I have a male dog (and song story short he is not fixed (not my fault).) his female dog is in heat. So not only am I having to deal with the smoke but also my dogs whining because he cant bother to go outfront. But if I say anything to anyone even though I do most of the cleaning in this house and he just lost his 5th job this year. I will be threated to be kick out.
