In November 2000, Peru's president faxed his resignation from a hotel room in Tokyo. Peru couldn't touch him, because Japan said he was Japanese. At 5 a.m., Alberto Fujimori called his prime minister, Federico Salas. Salas remembers him saying, "I'll send you the fax of what this letter will be, and I ask you not to speak." Hours later, Salas went on the radio, fax in hand, and announced the resignation. Fujimori had been ruling Peru for a decade when his presidency fell apart. It started with a video of his intelligence chief handing $15,000 to an opposition congressman. When Fujimori submitted his resignation, Congress wouldn't let him off, voting 62 to 9 to oust him for "permanent moral incapacity." Prosecutors wanted him arrested over two massacres by an army death squad. Most Peruvians hadn't known their president was Japanese. He was born in Lima in 1938 to two immigrants from Kumamoto. Peruvian-born children lost their Japanese citizenship if their parents didn't register the birth at a Japanese mission within two weeks, under Japanese law at the time. Fujimori's father did register his birth. Japan couldn't extradite a Japanese citizen without a treaty, under its 1953 extradition law. There was no such treaty with Peru. Fujimori stayed in Japan and taunted Peruvian authorities on Japanese television, asking, "If they think I did wrong, why don't they come to Japan?" Fujimori hoped to return to politics and went to Chile in 2005, where he was arrested. In 2007, under house arrest, he ran for Japan's parliament and lost. Later that year, Chile extradited him to Peru, and he was sentenced to 25 years in prison. In Japan, whether a fugitive gets handed over depends on one question: Is he Japanese? Not on what he did. Japan has only two extradition treaties, with the United States and South Korea. Peru never got Fujimori out of Japan. He returned home only because he left Japan to attempt a comeback. And the family did make a comeback anyway: this July, his daughter Keiko was sworn in as president of Peru at the Congress that had voted to remove her father.
