The TP should move in front of the Black car and ON the blinkers to slow down the vehicle then instruct filter to the left lane to stop and investigate. Not just watch by the side when traffic is heavy its a dangerous move.

If he wanted to make a stop he should put up the red/blue light instead of trying to stare down a car. TP should be more aware about the dangers of taking eyes away from the road.

TP officer using sunshades that why affect his blind spots

It happened to me once b4 while I was driving on an expressway . A TP speed up from behind on my right side while I was travelling on the 2nd lane n slow down beside me on the 1st lane looking at me while I was driving.. I pretend not to look at him. Unfortunately for him I wasn't holding my hp.. He overtake me n check on other vechicle in front of me...u never know when TP will appear so better don't use your hp while driving
