I think our social club culture (vereinskultur) also plays a large role. Munches, monthly meetups etc have been a big gateway into the culture way before the internet made it so easily accessible and are to this day. If you can find our tribe early on instead of thinking „am I the only one“ it will lead to more people coming forward. You also touched on the fact that our laws are super liberal and sex ed has had a place even in popculture (Bravo magazine!) for decades…

Historically Germany has deep collective cultural traumas and shames, due to Prussian Authoritarianism that demanded at absolute obedience, while inflicting severe corporal punishment, the Cold War, WW I and the infamy of WWII. Cultures with historically high levels of institutionalized discipline often develop parallel underground subcultures where those dynamics are eroticized or satirized. It’s clear many Germans found catharsis in BDSM dynamics as a means of survival, as coping methods, and also as a form of counter cultural rebellion. It allows many Germans to reclaim their bodily autonomy and sense of freedom. But yeah, it’s born out of sheer genetic trauma.
