The government is backstopping it and the funds haven’t really disappeared. They’re being transferred to larger banks after the collapse of Ueno. Only people losing anything would be those employed by Ueno losing their jobs as it won’t exist any longer.

The bank failed because it had too little capital to cover its financial risks. After regulators adjusted its financial statements, its solvency measure fell below half the required minimum. Paraguay’s central bank announced resolution proceedings on November 3. A major concern was alleged excessive lending to businesses connected to the bank’s owners. Investigators are examining responsibility; the central bank chief resigned, and prosecutors ordered eight arrests. Customers’ accounts were frozen, preventing access to their money. Frozen does not mean permanently lost: the central bank says deposits are guaranteed up to 228.3 million guaraníes per depositor, per bank. Recovery of amounts above that limit remains uncertain. The evidence points to problems with lending, financial reporting, and oversight—not simply the fact that Ueno was a digital bank.
