the are right to charge you because they have put good systems in place and made things clear to extend that you will not have option to say you didn't know...how was this implemented...some places even don't have speed limits/warnings but has cameras to give you tickets...Do you think the people you are talking about will start given tickets without have signs and warnings clear to the citizens before they implement something like that...
