In the old days, a thin layer of mortar is applied first. Then they scratch grooves onto it. After it dried, they apply the top plaster. Smooth & long lasting. Nowadays, they slap plaster directly on the bare brick wall. After a few years, it shrinks a little into & a jigsaw puzzle pattern will start appearing.
