erwin wouldve supported armin’s plan but with precautions in place to prevent rebellion why would he immediately resort to genocide when a partial rumbling could achieve the same objective? eren’s decision was largely driven by his selfish desire for freedom and his personal vision of the world something that doesn’t align with erwin’s pragmatic approach to achieving humanity’s survival

In S3, the Central Government makes the decision to seal Wall Sina sacrificing most of humanity to save themselves. Its a selfish decision, and while Erwin does consider their pragmatism he ultimately rejects such a cruel act. The Rumbling is the same concept. Sacrifice the world to Titans to save the few on Paradis. Thats why Erwin's lingering consciousness commends Hange's sacrifice & salutes Levi. Because they chose to save Humanity from the Titans instead of saving themselves.
