perhaps both lanes should funnel into one lane vice closing one lane this would force vehicles to merge in turn because no one is in the lane queuing for the other to end

In the UK, both lanes are legally used; zip at the point where it becomes a single lane.

I was in the inside lane mot that far from a junction however other people were whizzing up the outside lane. I counted over 300 cars had whizzed past and because people were letting them all in at the top it meant I was kept in the queue for ages.
