This is no different then any arcade or carvial that gives prizes instead of money. You’re playing a game of chance to win something whether you’re intending to sell the prize or not. This is a very grey area of gambling.

this is like pachinko in Japan. Direct cash gambling is illegal under Japanese law. Instead, players trade their won balls for special prize tokens at the parlor, then sell those tokens for cash at a separate, off-premises vendor nearby.
