just buy cooling for car batteries. I am not sure if all but at least some are none conductive. so you can run yiur fountain cooling.

Instead of changing the liquid in the fountain, wouldn't it be better to make a delicate plexiglass box around the processor so that the water doesn't splash onto other components but bounces off the walls and hits the processor?
