Evidence suggests a well-funded, criminal enterprise with a unified intelligence architecture conducting operations as outlined in 18 U.S.C. § 2340A(c), within Chapter 113C of Title 18 with the following exceptions: 1. The alledged conduct is occurring inside the United States. 2. The alleged offenders consist of a network of public and private sector individuals, corporations, institutions, and persons within government and quasi-government agencies believed to be acting outside their official authority. 3. The target victims are private, free citizens. 4. "Custody and Control" of targets is exercised through psychological coercive control, persistent surveillance, isolation tactics, digital hijacking and physical proximity operatives. These activities are alleged to have been conducted through a pattern of racketeering activity, as defined by the Racketeer Influenced and Corrupt Organizations Act (RICO, 18 U.S.C. § 1961(5)).
