@itsanna1991: Not painted. Scratched in. Pennsylvania German sgraffito plates are red clay coated with a pale clay slip; the potter scratched the design through the slip so the red clay shows. Sgraffito comes from the Italian for 'to scratch'. Look for a year: this one says 1814. Some carry words, like Light Dragoon.
