Before, about 17 state Medicaid programs paid for some transgender treatments for minors, from puberty blockers to surgeries. Medicaid is the public health plan for low-income families. Now the Trump ban on federal Medicaid money took effect on October 13. It covers patients under 18, and kids under 19 in CHIP, the health plan for children in working families.
