OK, let me ask a question cause I worked in a public entity for 30 years. Most public entities have regulations on finance and accountability for those funds. What is the purpose of the of the rainy day fund and by Texas law can it be used for the purpose she is talking about? If not, will she change that state regulation to make it so. How is she going to convince all lawmakers in Texas to release $17 billion in funds. What happens when the fun runs out or you don't replenish it
