biker did the correct thing. Doesnt matter if its a bike, a car or a van, or even ambulance not on a call. you dont have to move if your lights are on red, as this will lead to a fine and points. You only move for emergency services IF it is CLEAR and SAFE to do so.

A car doesnt have enough space to move for an emergency vehicle, a bike can, he couldve moved his vehicle to the side.
