I think the 2 most likely route are Biolante or mecha godzilla. After that they could go with SpaceGodzilla, Mecha Ghidora, maybe Destroyah.

mecha or biolantte make the most sense, there’s no way the US or someone else doesn’t come up w technology to control godzilla, so why not japan make mecha to finally put an end to him? and the with biolantte noriki being a perfect host for the Gcells gives so many opportunities on how she could become the big B,but honestly i believe Takashi Yamazaki is a genius and if he returns for a 3rd movie i’m hyped for anything🥹

They could use Godzilla's cells and create Zilla, but it will escape first, then fully grown will try to reproduce like G1998 and this would be kinda interesting plot I guess, because I really want to see this kaiju on the big screens a again

I actually could see them using the hand and Murakami to create Mechagodzilla- where Mechagodzilla is mixed with Godzilla biology and technology the US created.
