This needs to be finalized BEFORE 11/9 when Federal Open Season begins which is the only window for employees to select a new health insurance carrier. No one is going to wait until 12/31 to see if they reach a resolution only to find out they didn’t. Open Season is 11/9 - 12/14 - all federal employees will switch insurers before their mandated deadline.
