I know exactly where that is. When I came to Flagstaff a year ago I used to park there a lot. I noticed the same thing and thought it was kinda weird.

It is a MEMORIAL. Someone was killed in that area. Bike accident. Ghost bike. They have them here in Tucson too.

they are called ghost bikes. in my town if some one had died from a bicycle accident they place a bike painted in white( they don't have chains to prevent from being stolen) they act as a memorial and awareness
