If it’s busy without a gap you should stop

if you can't join safely then that would be an emergency, the joining car has to wait until it is safe to join

If it is impossible to join. e.g backup traffic or a crash then you must stop. people can't always move over. However 99/100 times you will be fine to pull out

Mr Kieth should have his indicators on approaching the slip road, if you don’t indicate I don’t adjust accordingly😏

the illustration where the car gets stopped by the police shows the car using the shoulder to join , you definitely can't do that , you have to stop on the joining road if you can't join before the lane ends you stop

You are most certainly allowed to stop on the slip road if there is no space to enter as you have to give way to the motorway what nonsense are you talking about here joke
