You are reducing the ROM . Instead do a DB lateral raise then the whole point of cable is increasing ROM and constant tension

I have always, always had trouble feeling my cable lateral raises in my delts. Moving the cable up to about my knees made a HUGE difference.

Don't do them like this, you're just cutting the ROM at the bottom so you don't get a full stretch cos the weight hits the stack
