Among the leaders present were several African heads of state, including Presidents Jean-Baptiste Bagaza of Burundi, Jean-Bedel Bokassa of the Central African Empire, Ahmed Abdallah of Comoros, Houphouët-Boigny of Côte d'Ivoire, Hassan Gouled of Djibouti, Giscard d'Estaing of France, Omar Bongo of Gabon, Col Moussa Traoré of Mali, General Habyarimana of Rwanda, Leopold Senghor of Senegal, General Gnassingbe Eyadéma of Togo, General Sangoule Lamizana of Upper Volta (now Burkina Faso), and Maréchal Mobutu Sese Seko of Zaire.
