Just because Medicare isn’t explicitly listed, it doesn’t meant it won’t be affected. Once we reach a certain deficit, automatic cuts will be made to Medicare (S-PAYGO). Considering their bill puts us $5T in debt, PAYGO will be triggered cutting up to 4% in Medicare.

The cuts to medicaid is due to a few different factors, one being the work requirements, another being cuts to funding illegal immigrants Healthcare, and cuts to elective coverages. It won't affect the average American.
