Its not the layer of cold water causing a thermal barrier. It is the cold water closing the blood vessels, a reduction of blood flow encourages inefficient cooling. Internal organs do not get cooled, then fail - which is heat stroke.

As a professional dog groomer of 40years, I encourage people to not shave their dogs down either because without some hair protection they have no ability to trap air against their skin for cooling or for warmth and sun damage will occur

Your i will help everybody out. …Yes, you can spray your dog with cool water if they are overheating, but it's crucial to use cool (not cold) water. Cold water can constrict blood vessels and actually trap heat inside the dog's body, potentially worsening the situation . You all are very welcome please keep your dog safe and do not use cold cold water.
