Even though the sidewalk is on city right of way they technically are the responsible of the property owner to maintain the sidewalk in a safe and usable condition. If you fail to do so the municipality can and will charge you to do work. Its the same if they decide to put sidewalks on a street the property owner has to pay for the sidewalk.

Yeah the cities can't afford that they've got to do all the extra stuff for the homeless and immigrants that moved in and get them houses and Medicare and Medicaid and give them money in a cell phone but I can't get rid of homeless people that are staying in my alley and in fact Spokane has a 25 million dollar budget deficit they just bought a 3.4 million dollar helicopter now you go figure that one out and they fly around every night for a couple hours at a time at least twice a night

chesapeake put new water lines to homes in our nieghborhood and they claim property value jumped $10000. dollars, 2nd year they paved the street 1st time since 1970 and property value jumpex $10000. again.

sounds like she is paying half for the easement in front of her property. That's pretty much the case in most states, I just requested the city pay half for one in front of my home, and filled out the online app.
