For the dough: In a bowl, mix: 	โ€ข	2 cups fine bulgur 	โ€ข	2 tablespoons olive oil 	โ€ข	1 teaspoon salt Mix with your fingers until all the bulgur is coated in oil. Add 3/4 cup tap water and continue mixing with your fingers until it forms a dough. Knead for 2โ€“3 minutes. Add a little water if dry, or more bulgur if too wet. Remove the meat from the freezer. Take a piece of dough, flatten it, place a meat ball in the center, and close the Kubbeh. You can freeze the Kubbeh balls or cook them immediately. Enjoy!
