They can issue a boarding for free at the counter, at the kiosk or he could get it from his phone app. Why wouldn't the airline print him his boarding pass?

if he goes to the kiosk and print it himself it's free, if he needs assistant help, he needs to pay a fee of $5, that simple

Originally boarding passes were issued with the purchase of a ticket. Why are you charging for a document that reflects my paid for seat. Everything cost extra now or requires a new app.
