He is trying to restore China to the center of it, where others come to China. That is older and subtler than empire, and easy to miss if you are watching for tanks. Add time. America thinks in election cycles. China thinks in generations, so Xi can pursue goals he will not finish in his lifetime. Add a tight culture that distrusts disorder, and a president for life reads as safety, not tyranny. Misread him and you make bad decisions.
