Europe cut the sunscreen chemical homosalate from a 10% limit down to 0.5% in 2022. The FDA still allows it at 15% — thirty times the European limit. And that's only one of them. Europe's scientific committee reviewed homosalate and concluded it was only safe up to 0.5% in a finished product. The same regulation cut oxybenzone from 6% to 2.2%. The FDA has left both where they were. Part of why the gap exists is that American sunscreen is regulated as an over-the-counter drug rather than a cosmetic, which makes changing anything slow — between 1999 and June 2026 the FDA approved no new UV filter at all, while Europe and Asia moved on. There's also no UVA rating on an American bottle. Europe requires UVA protection to be at least a third of the labelled SPF, and Korean sunscreens print a PA rating right on the tube. In the US you get the words
