I have had this exact scenario in Richmond VA — I broke down, called a tow truck, and was approached by the police. They asked what I was doing and I told them. They asked which company and I answered. The police said “Good, you will be in excellent hands.” They left but drove by every 30 minutes or so (not stopping) during my 2 hour wait. They never asked for my id or patted me down
