It actually does make sense - when you learn the etymology of words - the where/when/how they (the words) originated and how then changed over time. The /f/ sound usually is Greek if it is spelled ph. The /f/ sound is usually spelled gh at the end of a word. Learning these spelling rules is not always easy, but definitely helps in understanding why words are spelled in certain ways.

It depends where the origin of the word comes from. I tell my students all of the time “English is a borrowed language”. Doesn’t make it better, but that’s why there are so many different spelling/rules.
