you guys are completely misinterpreting this scene, there's another interaction they have near the end of this arc and while peter crashes out, fury calms him down and tells him that he meant he wanted to help train him to be one of the "greats" like cap or iron man or something. he saw the potential in spiderman and wanted to help peter fight the fight not own him lol which makes it all that much more tragic that he never got the chance (also im pretty sure this dynamic inspired the entirety of shields presence in the ultimate spider-man tv show)
