there's not only leak channels but there's voltage gated ligand channels as well; this is the site of neurotransmitter binding, causing a change in shape of the receptor/channel. This causes the channel to open allowing more ion flow through the membrane, usually it causes sodium influx which brings the resting membrane potential to its threshold potential, creating an action potential.

So ATPase is to set up the gradient which is outside rich in Na, inside rich in K….then leak channels move ions down their conc gradients…k leaks out, Na leaks in
