he didn't use the breathalyzer because she would pass it. the test he is asking her to do is designed to make you fail. plus it the cops discretion whether you pass or fail.

I do not understand why in the USA they do this test, in Australia we just use a breathalyser and you will know straight away if she’s drunk, and you are still driving a vehicle and could run someone over
