Refrigerate while you prep the rest. -In a saucepan, combine water, lemon juice, and sugar.  -Bring to a boil, stirring until the sugar dissolves. Let boil for 5 minutes, then remove from heat and cool completely. -In a large bowl, beat the mascarpone, whipping cream, and lemon zest until stiff peaks form.
