Stir until smooth and taste to adjust seasoning if needed.  -Heat a pan over medium-high heat and add 2 tbsp avocado oil. Carefully place the marinated steak into the pan since the marinade may splash. Cook for about 5 minutes, flip, and cook another 5 minutes. Because the marinade contains soy sauce and brown sugar, the steak may darken or look like it is burning while it cooks. This is normal and happens because the sugar caramelizes in the pan, adding extra flavor. Use a thermometer if possible. Around 140°F will give a medium steak, but adjust depending on your preference. Remove the steak and let it rest.  -While the steak cooks, prepare the rice. Deglaze the pan with a small splash of water, season with salt and pepper, and cook until the peppers reach your desired softness. -Slice the steak, serve it over the rice, add the peppers, and drizzle the creamy spicy sauce over the top.
