hi, I’m a cosmetologist. The reason that your hair doesn’t foam in the beginning is because the shampoo is actually working to loosen dirt debris and oil so even if it doesn’t look like it’s lathering it’s still technically is and then when you wash it the second time it’s basically just cleaning off the rest of your hair and helping rinse out all the dirt and grime that the first wash took out.
