He walked with his shoulders set, hands sunk deep into the pockets of a heavy wool trench coat that had lost its original color three winters ago. Behind him, fifty yards back, young Toby was trying very hard to walk like a man who wasn't tailing someone. Toby was nineteen, possessed of a fresh scar along his jawline from a broken beer steinherd, and carried himself with the twitchy, desperate energy of a stray dog that had just found a butcher’s side door unlatched. Kaiser stopped under the yellow glow of a flickering sodium streetlamp. He pulled a silver case from his breast pocket, snapped it open, and took out a flat, hand-rolled cigarette. He lit it with a heavy brass zippo. The wheel clicked; the flame flared, casting sharp, deep hollows across his weathered face. "You're walking on the heel, Toby," Kaiser said to the damp darkness, his voice low and scraped dry by forty years of bad tobacco and coarse air. "A man tracking someone walks on the ball of the foot. Keeps the ankles quiet. Keeps you from getting shot through a doorway." From the shadows of an abandoned coal chute, Toby stepped out, his boots squelching in the mud. He tried to look tough, pulling his collar up. "Boss wants to know why the crate from Essen hasn't moved." Kaiser exhaled a long ribbon of grey smoke that dissolved into the drizzle. "The crate moves when the yard guard goes on his break at four. If I move it now, the river police see the crane arm clear the tree line." "Boss says time's short." "Your boss counts time by his wristwatch," Kaiser said, stepping into the street again without waiting to see if the boy followed. "I count time by how long it takes a patrol boat to engine-cut and drift to the pier. Tell him four o'clock. If he doesn't like it, he can come down here and lift forty tons of forged steel himself." They called him Kaiser, though no one remembered his real name, and certainly no one was foolish enough to ask. He wasn't royalty, nor was he a commander of armies. He was a fixer of broken logistics in a city built on steel, coal, and silence. When the river barges brought things that didn't appear on any manifest, Kaiser was the key that turned the lock. When local street gangs let their rivalries spill into the freight yards, Kaiser was the one who smoothed the grease over the tracks so the real work could resume. He lived above an auto repair shop that smelled permanently of spilled transmission fluid and stale coffee. His apartment contained a narrow iron bed, a desk made of salvaged pine, a shortwave radio that crackled with code from Baltic freighters, and three crates of old books bound in cracked leather. By three in the morning, the rain had settled into a thick, low-lying fog that smelled of the Rhine. Kaiser stood on the iron catwalk of Freight Yard 7, watching the water.
