Matte spray the tubing? Sand the tubing? Dip in matte modge podge? I think one of those techniques would diffuse the LED’s a bit.

What if you used a white heat shrink tube to diffuse at one of the steps? Never tried to pass light through them but I do wonder if you could get a good diffuser
